Medal was instituted on 1 March 2014.
Medal is awarded to citizens of Turkmenistan for great merits in the implementation of large-scale programs of the President of Turkmenistan for the development of the cultural system; for scientific research that has made a great contribution to the development of the national culture of Turkmenistan, great merits in the revival and careful preservation of the cultural heritage of the Turkmen people, spiritual values dating back to antiquity, in the study and dissemination of the creative heritage of the classic poet of Turkmen literature Magtymguly Pyragy. The medal may also be awarded to foreign citizens and stateless persons who have special merits in the development of cultural and other friendly relations with Turkmenistan.
Magtymguly Pyragy - was an Iranian-Turkmen spiritual leader, philosophical poet.
