- Order was instituted on 23 January 1944.
- Order is awarded for outstanding merit to officials of the Department of Justice and others who have contributed to the development of law, the study of the sacred canons and Scriptures, as well as to the legislative and organizational work of the state.
- Order is awarded in five classes: Grand Cross, Cross of Honour, Distinguished Cross First Class, Distinguished Cross Second Class, and Single Cross. The medals of the Order of St. Raymond of Peñafort are awarded to legal and administrative professionals working under the jurisdiction of the Ministry of Justice.
