• Medal instituted in 1930.
• Medal awarded to lower rank militaries and civil servants for meritorious service.
• Medal awarded in two grades: with swords for militaries and without swords for civil. Each grade had three classes: 1st Class - gold medal for 30 years of service; 2nd Class - silver medal for 20 years of service and 3rd Class - bronze medal for 10 years of service.
• Medal was reinstated in 1995 in three classes, and in 2002 in single class (the design was modernized).
