Decoration was instituted by the decree n.314 of 18 January 1937.
Decoration was awarded in two categories, depending on the color of the enamel: red (distintivo rojo) to officers of the Armed Forces of the Republic of a rank higher than Commander, and white (distintivo blanco) to the Commanders of the Armed Forces.
