Order was instituted on 21 May 2002.
Order is awarded to citizens in recognition of: a significant contribution to promotion of peace, friendly relations and cooperation between states, consolidation of the society and unity of peoples; particularly fruitful efforts aimed at uniting and enriching national cultures; considerable achievements in the international social, charity and humanitarian activities; significant personal contribution to the development and enrichment of the spiritual and intellectual potential of the Republic of Belarus, strong commitment to protecting human rights and social interests; special merits in the development of the foreign economic activity, democratic and social progress.
