Medal was instituted by Resolution 28235 of 8 September 2004.
Medal is awarded to nationals and foreigners for distinguished service to the Navy.
Battle of Lake Maracaibo - was fought on 24 July 1823 on Venezuela's Lake Maracaibo between fleets under the commands of Republican Admiral José Prudencio Padilla and royalist Captain Ángel Laborde.
