Medal (Purna Bhumi Padakkama) was instituted in 1985.
Medal was awarded to all ranks of the Army, Navy and Air Force who have served in the district of Jaffna since 22 july 1977 and Districts of Vavunia, Kilinochci, Mulaitivu, Mannar, Baticalo, Trincomalee and Ampara since 16 September 1983 to 01 January 2010.
