Order was instituted on 25 July 1963 and amended in 1967.
Order is awarded to foreign officials for significant contributions in strengthening friendly relations with the Republic of Korea, often to foreign politicians or ambassadors.
Order is awarded in 6 grades of 5 classes. The first class has two grades. The grades are as follows: Grand Gwanghwa Medal, 1st Class; Gwanghwa Medal, 1st Class; Heung-In Medal, 2nd Class; Sungrye Medal, 3rd Class; Chang-Eui Medal, 4th Class; Sugjeong Medal, 5th Class.
