• Order was instituted by Decree-Law No.30 of 10 December 1979.
• Order is awarded to Cuban and foreign citizens for outstanding achievements in labor, an important contribution to the development of the national economy, science and technology, culture and art.
• Order is awarded in three classes.
• Lázaro Peña - was activist of the Cuban and international workers' and trade union movement.
