• Order was instituted by Decree-Law No.30 of 10 December 1979 and modified by Decree-Law No.53 of 27 March 1982.
• Order is awarded to Cuban and foreign citizens, in recognition of extraordinary merits acquired in education, or who have contributed in a relevant and selfless way to the comprehensive and educational training of citizens, or who have made valuable contributions to the development of education.
• Order is awarded in two classes.
• Frank País - was a Cuban revolutionary.
