Medal was instituted by Decree-Law No.30 of 10 December 1979.
Medal is awarded in recognition of persons who actively participated as underground fighters during the National Liberation War and retained an exemplary and consistent position in relation to revolutionary principles.
Frank País - was a Cuban revolutionary.
