Medal was instituted by Decree-Law No.30 of 10 December 1979.
Medal is awarded to young Cubans and foreign citizens for their revolutionary activities and outstanding achievements in creative work, art, literature, sports, for achievements in the struggle to protect the interests of young people in Cuba and foreign countries.
Abel Santamaría - was a leader in the Cuban Revolutionary movement.
