Order was instituted on 22 April 1988.
Order is awarded to foreign or national individuals who have distinguished themselves in the promotion or development of activities and services related to solidarity and social action, which have benefited social welfare.
Order is awarded in three classes: Grand Cross, Gold Cross, and Silver Cross.
