Order was instituted by Decree No.85 of 9 June 2008.
Order is awarded by the Ministry of Foreign Affairs, to national and international figures who stand out for their outstanding civic and ethical virtues, and who have demonstrated merit through their efforts to promote peace, national identity, and human rights through legal means.
Ricardo J. Alfaro - was the 16th President of Panama from 16 January1931 to 5 June 1932.
