• Medal was instituted by Decree No.951 of 19 March 2010.
• Medal was awarded to military personnel who took part in combat operations on the fronts of the Great Patriotic War; home front workers awarded orders and medals of the USSR for their selfless labor during the Great Patriotic War; individuals who worked for at least six months between June 22, 1941 and May 9, 1945; former juvenile prisoners of concentration camps, ghettos, and other places of forced detention established by the Nazis and their allies during World War II.
