Medal was instituted by Decree-Law No.116 of 25 August 1989.
Medal is awarded to members of the Revolutionary Armed Forces in active, reserve and retired military service, for outstanding service during the fulfillment of an international mission in defense of the Democratic Republic of Ethiopia, the preservation of its sovereignty and territorial integrity.
