Medal was instituted on 13 February 1998.
Medal was awarded to generals and officers of the Armed Forces of the Republic of Belarus, internal troops of the Ministry of Internal Affairs of the Republic of Belarus, railway troops of the Republic of Belarus, military unit 04152 and other military units created in accordance with the legislation of the Republic of Belarus; Heroes of the Soviet Union; full cavaliers of the Order of Glory; Honorary Soldiers of the Armed Forces of the Republic of Belarus; military leaders, including those living in the countries of the Commonwealth of Independent States, who have made a great contribution to maintaining the high combat readiness of the troops of the Red Banner Belarusian Military District, actively participating in the activities of veteran organizations, patriotic education of youth and military personnel; civil servants who have made a great contribution to strengthening the defense capability of the Republic of Belarus, patriotic education of youth and military personnel.
