Order is instituted on 18 February 2001.
Order is awarded for a great personal contribution to strengthening the sovereignty and independence of Turkmenistan, strengthening the defense capability and security of the state, maintaining a high level of legality and law and order in the country, increasing the authority of Turkmenistan in the world arena; for merits in the implementation of the strategic goals and objectives set by the President of Turkmenistan, in the economy, in the development of science, education, health care, culture, art and other areas of labor activity; for outstanding creative achievements, excellence and professionalism.
Order is awarded in three classes.
Insignias of the Order have been changed on 8 February 2014.
