Medal Purna Bhumi Padakkama was instituted in 1983.
Medal is awarded to all ranks of the Army, Navy and Air Force of the Democratic Socialist Republic of Sri Lanka who have served in the district of Jaffna since 22 july 1977 and Districts of Vavunia, Kilinochci, Mulaitivu, Mannar, Baticalo, Trincomalee and Ampara since 16 September 1983 to 01 January 2010.
