• Medal was instituted by Law No.12 of 09 June 1992.
• Medal is awarded to members of the Armed Forces who demonstrate proficiency, skill, or excellence in one or more of the following areas: (a) Technical or specialized work. (b) Raising the level of readiness of the armed forces. (c) Maintenance or operation of weapons, ammunition, or equipment. (d) Security and safety procedures. To be awarded this medal, the candidate must have spent at least one full year practicing the activity in which they have mastered it.
