- Medal is awarded to members of the Fire corps for long-term service, exceptional merit, and dedication, as well as to public officials for their support and contribution to the Fire Service's development.
- Medal is awarded in three classes: gold, silver and bronze.
- The medal is named after Ricardo Arango, who was governor of the Department of Panama and one of the first commanders (the first founding chief in 1887) of the country's Fire service.
