Order instituted by law n.23 of 14 December 1982. Additions were made by the law n.336 of 13 July 1995 and the law n.1 of 11 January 2006.
Order awarded for civil and military merit.
The civil division have four degrees, the military - three degrees.
Omar Torrijos - Commander of the Panamanian and National Guard.
