Order instituted on 9 December 1927.
Order awarded to lithuanian and foreign citizens for their hard and honest work in public service or in social activities.
The first issue (1927-1930) was awarded in four classes. On 22 December 1930, the Order was modified to five classes.
Order was reinstated on 12 September 1991.
