- Medal was instituted by Decree No.994 of 23 January 2015.
- Medal was awarded to citizens of the Republic of Kazakhstan and foreign citizens who have made a significant contribution to strengthening public harmony in the country, as well as ensuring the unity of the people of Kazakhstan.
