- Decoration was instituted by Prince Heinrich XIII of Reuss-Greiz (at the time he was Governor General of Frankfurt) on 9 September 1814.
- Decoration was awarded to Officers, Non-Commissioned Officers and Enlisted Men who refused to participate in the 30 July 1814 revolt of the 2.Landwehr-Battalions in Fulda department.
- Decoration was awarded in two classes: officers received a gilded silver cross, non-commissioned officers and enlisted men received a gilded copper cross.
