Order was instituted on 31 July 2001.
Order is awarded for outstanding services to the state, active state and socio-political activities, for high achievements in the implementation of democratic transformations and economic reforms, the development of science and culture, for special services in the defense of the Fatherland, for dedication and civil valor shown in the consolidation of peace, stability and strengthening of Republic Tadjikistan.
Order is awarded in three classes.
