Medal was instituted on 19 February 2015.
Medal is awarded to participants and invalids of the Second World War, awarded medals "For the victory over Germany in the Great Patriotic War of 1941-1945" and "For the victory over Japan", other orders and medals received for military merit during the war years, or having certificates of a participant in the war or invalids of the Patriotic War, as well as members of the labor front who have awards for selfless labor during the Second World War.
