Order instituted by decree N° 20572-RREE of 11 July 1991.
Order awarded to foreigners for their outstanding service to the country, especially in diplomatic activities or international affairs.
Order awarded in six grades: Grand Cross with gilded breast star, Grand Cross with silvered breast star, Commander, Officer and Knight.
Juan Mora Fernández - was Costa Rica's first elected head of state.
