Order is instituted on 1 March 1999.
Order is awarded for great contribution to the economic development of the country, increase of production efficiency, the development of science and technology, strengthening the country's defense, for the great advances in culture, literature, art, health care, public and social activities, strengthening the rule of law, training and education the younger generation, the development of economic and cultural relations between Turkmenistan and other countries and international organizations.
Insignias of the Order have been changed on 8 February 2014.
