Order was instituted on 24 December 1992.
Order is awarded to citizens who took part in the building process of an independent government – devoted themselves, displayed heroism and actively participated in approving and sustaining the following – governing, defense, law and order, farming, health protection, achievement in the fields of science, education, culture, literature, art and sports.
