- Decoration is instituted on 25 October 1982.
- Decoration is awarded to military units and soldiers of the Revolutionary Armed Forces, Police Force members, who displayed bravery and efficiency in the performance of duties on the battlefield against the enemy.
- Decoration is awarded in three grades.
