Order instituted by law N°86-010 of 26 February 1986, with modification by law N°87-017 of 21 September 1987.
Order awarded for outstanding civilian or military merits.
Order have V classes.
In 1990 the Popular Republic of Benin changed name for Republic of Benin, so there are two types of orders insignia.
