Decoration was instituted by the Austrian National Council by law of 3 November 1922 (published in the Federal Law Gazette of 10 January 1923).
Decoration was awarded in four classes: Star of Merit (Verdienststern), Badge of Honor I. Class (Ehrenzeichen I. Klasse), Officer's Badge of Honor (Offiziers-Ehrenzeichen), Badge of Honor II. Class (Ehrenzeichen II. Klasse) plus silver and bronze Medal of Honor.
